The Punjab Public Service Commission has recently released the Advertisement numbered 17 (Seventeen) for recruitment to 75 (Seventy Five) posts of Civil Judge (Junior Division) cum-Judicial Magistrate through Punjab Civil Service (Judicial Branch) Examination, 2019. The Examination will be jointly conducted by Punjab Public Service Commission and Hon’ble High Court of Punjab & Haryana.

 Note-1: The High Court reserves its right to alter the number of posts than notified.

Note-2: The Candidate should indicate in the ONLINE Application Form, the reserve category for which they want to be considered.

 Pay Scale:

Rs. 27,700 – 44,770 or such as may be revised from time to time.


As on 8th May, 2019, a prospective Candidate must:

  1. Possess a Degree of Bachelor of Law from a University recognized by law in India or a Degree of Bachelor of Law from Punjab University (undivided), The Dacca University, The Tribhuwan University, Nepal. The Sind University or of a Rangoon or Mandalay University in Burma, or should be a Barrister of England or Ireland or member of the Faculty of Advocates of Scotland.
  2. Punjabi of Matric or its equivalent Standard.
  3. In a case, where a ward of Defence Service Personnel, who is a bona fide resident of Punjab State, is appointed by direct appointment, he shall have to pass an examination of Punjabi Language equivalent to Matriculation Standard or he shall have to qualify a test conducted by the Language Wing of the Department of Education of Punjab Government within a period of two years from the date of his appointment.
  4. In a case, where a War Hero, who has been discharged from defence services or paramilitary forces on account of disability suffered by him and his widow or dependent member of his family, is appointed under the instructions issued in this behalf by the Government, the person so appointed will not be required to possess aforesaid knowledge of Punjabi language.

Age Limit:

  • Candidates should not be below 21 years and above 37 years of age on the last date of submission of Online Application Forms i.e. 8th May, 2019.
  • The Upper Age Limit for Candidate belonging to SC/ST of all States and Backward Classes only of Punjab shall not exceed 42 years.
  • The Upper Age Limit for all States/Central Government employees is relaxed upto 45 years.
  • The Upper Age Limit for Widows, Divorced women and certain other Categories of women is relaxed upto 42 years.
  • The Upper Age Limit for Physically Handicapped persons who have domicile of Punjab is relaxed upto 47 years.
  • Ex-servicemen of Punjab Domicile shall be allowed to deduct the period of his service in the Armed Forces of Union from his actual age and if the resultant age does not exceed the maximum age limit prescribed for direct appointment to such a vacancy in the Service Rules concerned by more than three years, they shall be deemed to satisfy the condition regarding age limit.

Mode of Application

  • The candidates can ONLY apply by filling Online Application Form. The general procedure for applying ‘Online’. No other mode of Application or incomplete Application will be accepted and in such case, the application will be rejected outright.
  • The printout of the duly filled Online Application Form alongwith copy of Bank Challan and relevant documents[2] must reach by Speed post or by hand to the given address[3] latest by 5pm on or before 23rd May, 2019.
  • A declaration has to be signed by the Candidate on the print out of Online Application Form before submitting the same.


Time-Table of the Examination shall be published on the website of the Punjab Public Service Commission or Punjab and Haryana High Court shortly.

 Important Details of Preliminary Examination:

The Preliminary Examination will be objective-type question paper with multiple choices (which can be scrutinized by Computer).


Total Number of Questions

The question paper for the Preliminary examination will consist of 125 questions.



The duration for the examination will be 2 (two) hours.


Marking Scheme

a.    Each question will carry 4 (four) marks.

b.   For every wrong answer, 0.20% i.e. 1/5th marks shall be deducted.

c.    For un-attempted questions, there will be no negative marking.


Total Marks

The total marks which can be obtained in Preliminary Examination are 500 marks.



a.       The questions for the Preliminary Examination will be asked from the syllabus prescribed for the Mains Examination.

b.      The candidates will be expected to have a general and basic overview of the main subjects,

c.       Also, the ability to answer questions on current events of National and International importance, Indian legal and Constitutional History and governance.

d.      The candidates will also be tested for their analytical skills reasoning and aptitude.

e.       The standard of questions will be of graduate level.


Subjects Covered

Refer to the table in Clause 3.4 of the Advertisement Number 17 for referring to all the subjects covered for Preliminary Examination.


Object of the Examination

To shortlist Candidates for Mains Examination.


Minimum Marks

No candidate will be allowed to appear in the Mains Examination unless a candidate secures minimum:

a.       150 marks (General Category), and

b.      100 marks (all reserved categories)

in the Preliminary Examination.


Number of Candidates to be shortlisted for Mains Examination

750 candidates:

a.       General: 340,

b.      Reserved: 410 (Further divided category wise)

(10 times the number of vacancies advertised, selected in order of their merit in the respective categories).

Punjabi Language Matriculation Examination, 2019

One of the essential requirements for a Candidate in order to appear for the Judiciary Examination is to have a Punjabi of Matric or its equivalent Standard. Most of the Aspirants don’t possess the same and as a result, they don’t qualify to appear before the Examination. We looked for the solution and found out an Examination conducted by Punjab School Education Board.


  1. Exam Name: Punjabi Additional Special Examination, Matriculation. It’s a Class 10th Additional paper for Punjabi Language.
  2. Papers: Punjabi-A (Literature) and Punjabi-B (Grammar).
